Bark Technologies, the leading content-monitoring app for families, scanned 11 billion messages to or from 7.5 million children across the United States in 2025, according to a feature report published August 19, 2026, in MIT Technology Review. The investigation, written by neuroscientist and author Kelly Clancy, examines how algorithmic surveillance tools promise to shield kids from online dangers but often damage the trust and autonomy adolescents need to develop resilience. Drawing on interviews with families, researchers, and an analysis of more than 600,000 app reviews, the report reveals that while monitoring software can prevent genuine crises, it frequently produces false alarms, exposes secrets before children are ready, and leaves lasting psychological harm.

The parental control software market reached an estimated $1.57 billion in 2025 and is projected to nearly triple by 2034, the report states. Bark's free school program operates in more than 3,700 districts, covering roughly one in 10 students nationwide. Among the reviews analyzed, about 14,000 came from kids currently being monitored or adults reflecting on childhood surveillance. Roughly one in seven expressed gratitude for their parents' protection, but nearly one in five noted feeling watched or stripped of privacy. About one in 10 said monitoring broke their trust in their parents, and one in 12 described anxiety or distress. One in eight reviews from adults looking back on being monitored described lasting harm. Location-sharing and screen-time tools drew positive reviews 74% to 78% of the time, while content-scanning apps earned favorable ratings just 48% of the time, with parents complaining the software disconnected, missed troubling material, and raised alarms over harmless exchanges.

"There's so many ways for teens to get around them," Pam Wisniewski, a principal research scientist at the International Computer Science Institute, told the author. "And at the end of the day, the biggest thing that most of these apps are telling kids is that we don't trust you." The report describes how false flags dominate the experience: one Australian father said 99% of alerts were "garbage," with the software marking two kids calling a third "annoying" as bullying and flagging a child's headache complaint as medically concerning. A national survey by the Center for Democracy and Technology found nearly a third of LGBTQ+ students said they or someone they knew had been outed by school monitoring software. Bark's chief marketing officer, Titania Jordan, acknowledged false alarms occur but argued that over-flagging is safer than under-flagging, noting "you'd rather know that than not know that."

The report attributes the monitoring boom to regulatory failure: no federal law in the United States requires platforms to design products safe for users, leaving families to improvise defenses. A 2024 analysis by the Molly Rose Foundation of 12 million platform moderation decisions related to suicide and self-harm found more than 95% came from just Pinterest and TikTok, with Instagram and Facebook each accounting for 1% and X.com for even less—evidence not of less troubling content but of less willingness to moderate it, researchers argue. A 2025 audit of Instagram Teen Accounts coauthored by former Meta engineering director Arturo Béjar found only 17% of safety tools worked as advertised. Meanwhile, no commercial monitoring app has produced a controlled trial showing it reduces harm, according to the report. About 7% of reviews left by children describe concrete workarounds, and a 2018 survey found use of parental controls was associated with an increase in online risk kids encountered, though causality remains unclear.

Wisniewski and other child-safety researchers advocate a "resilience-based" approach that trains young people to recognize risk, cope with it, and turn to trusted adults rather than subjecting them to surveillance that can backfire. A 2024 randomized trial in Vietnam showed that junior high students who completed a four-module digital-safety curriculum engaged in risky online activity at a rate of 15%, compared with 50% to 60% in the control group. Wisniewski's lab has developed prototype apps like Circle of Trust, which shows teens the same dashboard parents see and lets each pair work out trusted contacts whose chats remain private, and MOSafely, which reports potential harms to kids directly so they can decide when to involve parents. The report concludes that online safety efforts work best when anchored by a young person's trust in someone else, and that walling off kids can isolate them from the communities they need. "The core tension is that families are being asked to solve at the kitchen table a problem engineered in boardrooms," Clancy writes, arguing the best parents can do is refuse to become one more thing their kids have to hide from—and stop believing they should fix a dangerous situation alone. The shift from pervasive monitoring to teaching judgment represents a fundamental choice about whether safety means eliminating exposure or building the capacity to handle it when it arrives.
